Legislative Update

  • Senate bill S-2825 to enable AC Beach Bars to remain standing year-round

The proposed legislation, sponsored by Senator Jim Whelan, would enable the beach bars to remain up rather than having to be erected each May and taken down each October. It costs “well above six figures to remove and rebuild the structures each year,” according to Whelan. The measure was approved by the Senate Environment Committee by a 6-0 vote on June 11.
  • Lesniak Economic Stimulus Bill Advances in Budget Committee

A bill sponsored by Senator Raymond J. Lesniak and co-sponsored by Senator James Whelan which would jump-start New Jersey's economy was approved by the Senate Budget and Appropriations Committee by a vote of 9-4, with 2 abstentions.

It should be noted that there is much to applaud about this bill and its companion bill (A4048 – see below), including the suspension of the 2.5 percent COAH developer’s fee, which the Chamber has fought aggressively to have eliminated. However, we remain displeased that neither bill allows for the inclusion of Atlantic City in the Urban Transit Hub Tax Credit Program, something that the Chamber has strongly advocated.

  • Economic Stimulus Measure Clears Assembly Budget Panel

The proposed legislation would place a moratorium on non-residential development fees, expand the Urban Transit Hub Tax Credit program, fuel redevelopment, and allow colleges to partner with private firms to build infrastructure.
